I agree, that in light of recent information that has surfaced, the citizens of Temple deserve an accounting and explanation of the ethics policy of the City and it's staff (including council members).  If the policy is too loose, it needs to be re-written.  Th council should seek an outside audit of the records and form a committee of citizens and business persons to review the ethics policy and make any corrective recommendations.

While it may be legal to do something, it does not make it ethical.
There are always loopholes that can make a decision legal, but the question one must ask is "is it right".  Am I taking the right path?
